Chinese Government Scholarship is a scholarship set up by the Chinese government to facilitate students and scholars from all over the world to conduct their study and research in Chinese universities. The scholarship aims to increase the mutual understanding and friendship between people of China and people from the rest of the world and to develop the communication and cooperation between China and the rest of the world in the field of Education, Technology, Culture and Economics.

QUALIFICATIONS
(1) Academic Background: Applicant must have completed a four-year undergraduate degree for master degree pursuer and a master degree or equivalent for PhD degree pursuer.

(2) Chinese Language: Applicant must be willing to learn Chinese language, if applicable, and receive education in Chinese language.

(3)?Health: Applicant must be mentally and physically healthy.

Students currently studying in China are not applicable. Students who have been granted for other Chinese scholarship or funding?2012-2013? are not applicable.

TERM OF SCHOLARSHIP
Scholarship will be tenable for three years and four years from the date of award for masters’ degree and PhD degree, respectively. One-year preparatory education in Chinese language prior to grantees’ study of his major will be provided with full scholarship benefits if deemed necessary.

Applications are accepted from October 15th 2011 to December 15th 2011. Notification of successful applicants will be posted on the official web site of the Institute for International Students Nanjing University in March 2012. School year starts from 1st of September, 2012.

Notes for Applicants

1. Background of the Scholarships

Scholarships of HK$120,000 each per academic year will be awarded to successful applicants, covering tuition fee, hostel and other academic and living expenses. Each scholarship is offered on an annual renewable basis and is tenable for a period of up to 3 years, subject to continued outstanding academic performance. In 2009-10, the annual tuition fee is HK$70,000 and the hostel fee is HK$9,000 per year (excluding the summer term). Tuition fee for 2010-11 is HK$80,000 per year. Hostel fee for 2010-11 is under review.

2. Eligibility

* Students should have attained at a recognised post-secondary institution outside Hong Kong a qualification equivalent to the Admission Requirements of the University and students will be considered on an individual basis.

* Students may be required to gain a minimum of Grade C in English in the GCE O-Level or GCSE Examination or an equivalent public examination; or a TOEFL score of 213 in the computer-based test, or 550 in the paper-based test, or 79 in the internet-based test; or an IELTS overall band score of 5.5.

3. Selection Criteria

The scholarship will be awarded to a student who has good academic standing and a good track record in community services. For candidates of comparable academic merits, preference will be given to the candidate with better proven records of community services.

Please submit the completed Application for Overseas Student Scholarships with your Application for Direct Admission form (both available at www.LN.edu.hk/admissions/da/intl), together with other supporting documents by post to Admissions Office, the Registry, Lingnan University, 8 Castle Peak Road, Tuen Mun, Hong Kong on or before 27 February 2010. Late applications will be considered subject to the availability of places.

The “Chinese Government Scholarships — Postgraduate Study Project”, set up by the Ministry of Education of China (MOE), is intended to provide support for building universities to an international high level, and to promote Chinese higher education. Enrolment is managed directly by China’s key universities. The MOE has entrusted the China Scholarship Council (CSC) with maintaining the enrolment records and handling the routine management.

Categories of applicants and duration of scholarship

Note: Courses start in September 2010. In principle, the duration of the scholarship as specified at the time of admission can NOT be extended. However, if scholarship students take a one-year Chinese language course first, their scholarship will be extended for one year.

Scholarship details

1. Full scholarship:

- Exemption from registration fees, tuition fees, laboratory experiment fees, any internship fees, and costs of basic course materials and accommodation on campus;

- Living allowance;

- One-off settlement subsidy provided following registration;

- Out-patient medical services charges together with membership of the national Comprehensive Medical Insurance and Benefit Plan for International Students in China.

Notes:

1) Students are personally liable for expenditure on any laboratory experiments or internship costs over and above those arranged by the university.

2) Students are personally liable for expenditure on any course or other materials over and above those prescribed by the host institution.

3) A monthly living allowance is paid by the host institution to scholarship students at the following rates (CNY Yuan per month):

- Master’s degree students: CNY 1,700 Yuan

- Doctoral students: CNY 2,000 Yuan

4) The one-off settlement subsidy for new students who enrol for one or more years will be of CNY 1,500

5) Re-imbursement of out-patient medical services refers to such expenses incurred at the institution’s hospital or at a hospital appointed by the institution. Students may be required to pay a certain percentage of such expenses in accordance with the relevant regulations imposed by the host institution.

6) The Comprehensive Medical Insurance and Benefit Plan for International Students in China is provided by MOE to cover hospitalisation in the event of serious illness or accidental injury.

7 ? Students are personally liable for their international travel expenses

Eligibility

1. Applicants must be non-Chinese citizens and in good health.

2. Applicants must not be not studying currently at a Chinese university — students already studying in China can apply for a Distinguished International Student Scholarship provided by the CSC.

3. Educational background and age limits:

Applicants for master’s degree courses must hold a bachelor’s degree and be under the age of 35.

Applicants for doctoral courses must hold a master’s degree and be under the age of 40.

Further Scholarship Information and Application

To award full scholarships to non-final year undergraduate students for studying approved courses/programs at specified overseas universities in 2010/2011 academic year (Lists of the approved disciplines and overseas universities in Attachment A). To enable students to have more exposure in their fields of study, applicants will have the flexibility to major in a different discipline, other than the one the applicant is currently studying, while aboard. The majoring discipline, however, will have to be listed in the approved disciplines list by HSBC as below:

All disciplines under architecture, business and economics, communication, computer science/information systems, construction and land use, dentistry, design, education, engineering, health care, hotel and tourism, law, medicine, science (basic and applied), social sciences, textiles, and arts subjects (linguistics and languages, translation, history, geography, fine arts and applied arts) and environment.

Value of Awards : Full scholarship shall be awarded

Coverage : – Full Tuition fees
- A minimum economy return airfare

1. According to the regulation stipulated by MOE, all the undergraduate programs are instructed in Chinese. Applicants with no command of Chinese are generally required to take Chinese language courses for 1-2 years before starting their academic programs. Applicants who apply for study in science, engineering, agriculture, medicine (western medicine), economics, management and law are required to take Chinese language courses for 1 year. Applicants who apply for study in literature, history, philosophy, and medicine (traditional Chinese medicine, Chinese herb medicine) are required to take Chinese language courses for 2 years.

2. Some courses set for general scholars, senior scholars and postgraduate students in some universities can be conducted in English. 3. Duration for scholarship specified at the time of admission can NOT be extended in principle.

   • Senior scholar candidates must have master’s degree or above, or hold academic titles of associate professor or above, and be under the age of 50.

Application

The applicants shall apply to Chinese diplomatic missions or the competent authorities in their home countries between January and April every year. Applicants may refer to the relevant authorities for details.

Details of the Scholarship

1. Full scholarship:

Note:
1) Costs of the laboratory experiment or internship beyond the university’s arrangements should be born by the student himself.

2) Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be at self expenses.

3) Monthly allowance is provided to students by the host institution at the following rates (CNY Yuan per month):

- Undergraduates: CNY 1,400 Yuan
- Chinese language students: CNY 1,400 Yuan
- Master degree students, general scholars: CNY 1,700 Yuan
- Doctoral degree students, senior scholars: CNY 2,000 Yuan

Scholarship students shall receive their monthly allowance after registration. New students who register before 15th (15th included) of the registration month will get the full amount of living allowance of that month, and those who register after 15th will get half amount of that month. Students upon graduation will be given a living allowance for another 15 days after the graduation time set by the university. The allowance will be terminated from the next month after students suspend their studies, drop school or complete schooling from the university. Monthly allowance covers school holidays. Scholarship students who do not get the monthly living allowance during holidays can get that upon their return on campus. For those students who do not register on time without permission from the university, leave for non-health reasons or are absent from the university over a month, the allowance will be suspended for one month.

Students who have to suspend their studies because of serious diseases should go back to the home country and pay for the international trip by themselves. With the university’s approval, the scholarship status can be reserved for at most one year, and their living allowances will be suspended at the same time. The scholarship will be terminated for those who suspend their studies for other reasons.

4) New students will get one-off settlement subsidy upon arrival in China.

- CNY 1,000 Yuan for new students who will study in China up to six months

- CNY 1,500 Yuan for new students who will study in China for one academic year or more

5) Fee for outpatient medical service refers to the outpatient expense in the institution’s hospital or the hospitals entrusted by the institution. The students should pay for a certain percentage of expense in accordance with the institution’s relevant regulations.

6) Comprehensive Medical Insurance and Benefit Plan for International Students in China is provided by MOE for the scholarship students in China in case of hospitalizing for serious diseases and accidental injuries. The institutions or the entrusted medical assistance agency provide advancement service for insurance expenses, and claim for compensation with relevant payment receipts from the insurance company according to the stipulated insurance articles. The claim of individual student will not be accepted by the insurance company.

7) One-off inter-city travel ticket (each for coming-in and leaving China)

Scholarship students are supposed to choose the nearest port to their admitting institutions for inter-city travel and a hard-seat train ticket (hard-berth train ticket for overnight trip) will be provided for new scholarship students transferring from the port of entry upon registration to the city where the admitting institution or Chinese language training institution, preparatory education institution is located, for students transferring from the Chinese language training institution or the preparatory education institution to the city where the university for major study is located, and for students transferring from the city where the institution is located to the nearest port for departure upon graduation. Expenses for food during the trip and excess of baggage should be self-afforded.

International travel expenses

MOE will provide round-trip or one-way international air ticket to scholarship students based on the reached agreements, and entrust CSC to take charge of booking the most direct and economical international air ticket for the students between Beijing and their capitals. If the students make a detour to China or return to their home countries, they shall afford the extra expenses. Expenses for the excess of baggage should be also self-afforded.

2. Partial scholarship

One or some items of the full scholarship (not including one-off settlement subsidy and one-off inter-city travel allowance).

Application Materials

The applicants must fill in and provide the following materials truly and correctly (in duplicate).

1. Application Form for Chinese Government Scholarship (printed by CSC), filled in Chinese or in English. It can be downloaded from CSC website (www.csc.edu.cn).

2. Highest diploma (notarized photocopy). If applicants are university students or already employed, they shall also provide studying certificates or employment documents. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

3. Applicants for undergraduate studies are required to provide notarized copy of senior high school transcripts. Applicants for other categories of studies also need to provide relevant notarized transcripts. Transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

4. A study or research plan in Chinese or in English (no less than 200 words for undergraduates, no less than 500 words for scholars). Detailed research plan (additional paper can be attached) is required for postgraduates or scholars for advanced studies.

5. Applicants for master or doctoral degree studies and senior scholars must submit two letters of recommendation in Chinese or English by professors or associate professors. Applicants who apply in China for master or doctoral degree studies must submit the Admission Notice or Invitation Letter issued by the targeted university.

6. Applicants for music programs are requested to submit one CD recording of the applicants’ own work. Applicants for fine arts programs must submit one CD recording of the applicants’ own work (including two sketches, two color paintings and two other works).

7. Applicants under the age of 18 should submit the legal documents of their legal guardians in China.

8. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results are valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take medical examination.

The above materials should reach CSC by April 30th 2009 via either the Chinese diplomatic mission in the applicant’s home country or the embassy of the applicant’s home country in China. Individual applications will not be accepted by CSC. Application materials will not be returned regardless of the result of application.

Selection of Institutions and Specialty

Applicants may choose one academic program and three institutions as personal preferences from the list of Chinese higher education institutions designated by MOE. Please check the Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program & Academic Programs or the website of CSC (http://www.csc.edu.cn/Lianhua) for details. Applicants are required to fill in their preferences of institutions and academic programs strictly in accordance with those listed in the Directory.

Approval and Notification

1. CSC will review all the application materials from the appointed authorities and CSC is authorized to make necessary adjustments on the applied institutions, academic programs and duration of study. The qualified applications will be forwarded to institutions and the final decision whether to admit the applicants or not will be made by them. The applications will be regarded as invalid and will not be processed if they fail to meet the enrollment requirements or the application materials are incomplete.

2. If overseas applicants for degree programs with exemption of examinations are academically ineligible to the programs, the universities will decide which degree program applicants will be offered or give them conditional offers. Students who attend Chinese language training courses or college preparatory courses before major studies must pass the entrance examinations or relevant courses required during their Chinese study or preparatory study before they enter their major studies. If preparatory undergraduate students fail to pass the examinations within the period prescribed in the Admission Notice, they can transfer to study majors of liberal arts and continue to study in China. Other students who fail to pass the examinations within the period prescribed in the Admission Notice shall complete their study as visiting students and return to their home countries.

3. Applicants are encouraged to contact the institutions and tutors prior to application and enclose the relevant admission or recommendation letter in the application materials.

4. Scholarship applicants accepted by Chinese institutions of higher education will be officially awarded the Chinese Government Scholarship with the approval from CSC and submitted to MOE for the record.

5. Students are not permitted, in principle, to change their specialties, institutions or the duration of study specified in the Admission Notice after registration.

6. CSC will send the List of Accepted Students, Admission Notice and Visa Application Form for Study In China (JW201) to the relevant dispatching authorities by July 31, who will forward the documents to the students.

In order to increase the cooperation and understanding between the people of China and other countries, develop outstanding international talent and improve the perception of China’s higher education, under the mandate of the Department of Education, Fudan University is opening application for full-time postgraduate studies under the 2009 Chinese government scholarship program.

In order to facilitate the implementation of the Chinese Government Scholarship, the following detailed implementation has been issued in accordance with the “Chinese Government Scholarship Application Method”

I. Scholarship scope and distribution

1. The Scholarship is aimed at assisting Master’s and Doctorate candidate students who apply for Fudan University in 2009.

2. 30 Scholarships are available for 2009.

3. Scholarship scope:

- Students are exempt from registration fees, tuition, laboratory fees, internship fees, study materials and accommodation costs;

- A living stipend is provided (Masters Students 1700RMB/month, Doctorate Students 2000RMB/month)?

- New arrival one time set up subsidy 1500RMB/person;

- To provide out-patient medical fees and Chinese Government Scholarship Foreign Students Medical Insurance 600RMB/person/year.

II. Qualifications for Scholarship Application

1. Applicants must be foreign nationals, and in good health;

2. Education and age requirements:

Applicants for doctorate studies should have obtained a master’s degree and not be older than 40; applicants for master’s studies should have obtained a bachelor’s degree and not be older than 35;

3. Applicants should be graduates of internationally known overseas universities, or those universities that have established exchange programs with Fudan University. Applicants should have excellent grades; or should be a student from overseas university recommended by a Fudan University postgraduate advisor;

4. Applicants should not be holding scholarship of any other category.

III. Application for area of study

All Chinese-taught and English-taught programs open to international students. (Not including MBA, IMBA and all cooperation programs with foreign universities or institutions.)

3. A certified copy of the certificate for the highest education level attained. If the applicant is still in school or working, evidence of studies or current position should be provided. Non English or Chinese language documentation requires a certified English or Chinese language translation;

4. Complete original or certified Undergraduate or Master’s transcripts. Non English or Chinese language documentation requires a certified English or Chinese language translation;

5. Personal Statement. Masters applicants should write no fewer than 1000 Chinese words, and Doctorate applicants no fewer than 1500 Chinese words, when applying for courses given in Chinese. Applications for courses given in English require a 2000 word personal statement in English. The content should include education and work experience, results of academic research, research plan, and personal goals and plans after graduation, etc.

6. If the applicant has published a paper, received an award or scholarship or any other evidence of academic ability, the title, abstract and publication or any other valid documentation should be provided.

7. Two recommendation letters from professor or associate professor, written in Chinese or English.

8. A copy of Physical Examination Record for Foreigners can be downloaded from Chinese Government Scholarship Council web page http://www.csc.edu.cn/uploads/forms/foreinphy.pdf and should be printed double-sided.

2. Whether or not the application is successful, the application materials will not be returned.

V. Application time and approval process

Application is open until the 15th of April, 2009.We will count on the postmark.

1. Applicants should send the application materials to the Fudan University Foreign Students Office. The Foreign Students Office will pass the application materials of qualified applicants to the relevant department;

2. After inspection and comment, the departments will return the materials to the Foreign Students Office within the allocated time.

3. The final results will be made by the Review Committee of Fudan University for International Students Scholarships. Fudan University will report the results to the Chinese Government Scholarships Council for approval.

4. Fudan University will send the admission notice and Visa Application Form (JW201) to the successful applicants right after the results are approved by the Chinese Government Scholarships Council

VI. Scholarship recipients must go to Fudan University to register on the date stipulated by the university. Students who have not received permission and arrive late for this process will have their Scholarship status automatically cancelled.

VII. Foreign Students who have received scholarships should participate in annual scholarship evaluation. Scholarship holders who fail to meet the requirements will have their scholarship cancelled.

VIII. Fudan University reserves the final right of interpretation of these detailed implementation regulations.
